2017, Equal Justice Works Fellowships, Richard Prebil

Richard Prebil

Name of Host Organization: Military Assistance Project
City, State: Philadelphia, Pennsylvania
Issue area: Veterans' Rights
Sponsors: Morgan, Lewis & Bockius

The Project

Through direct representation, education, and outreach, this project will advocate for and assist low-income veterans in applying for service-connected/pension benefits and discharge upgrades.

The Inspiration

Need Addressed By Project
While procedures are in place to have veterans’ discharges reviewed, these procedures are extremely difficult to navigate, by a veteran alone. In the City of Philadelphia there are two other organizations which, institutionally, assist indigent veterans. However, their income/ resource requirements leave a lot of veterans without assistance. Even more concerning is that outside of Philadelphia, there are no organizations dedicated to assisting veterans.
The Right Person For This Project
Richard is the right person for the project because he:
• Collaborated with a VA Medical Center in Chicago, IL to establish, support, and operate a medical legal partnership
• Planned and executed a legal clinic at the 2015 Chicago Stand Down for Veterans
• Has substantive knowledge of this area of law after working with veterans throughout law school and filing compensation claims on behalf of homeless veterans as an intern
Plans For First Six Months of Fellowship
In the first six months, Richard will:
• Meet with existing MAP clients to ascertain potential compensation/discharge upgrade claims
• Outreach through attending program service delivery days with partner sites
• Outreach to institutional partners and veterans’ community
• Pursue relationships with law schools while fostering existing relationships
