The Project

Elenore provided on-site family law and public benefits legal services to families living in homeless shelters in Washington, D.C.

This project recognized the importance of meeting community members where they are in times of need by establishing legal clinics in family shelters throughout the District of Columbia. In January 2017, nearly 4,000 people in 1,116 families in Washington, D.C., experienced homelessness, and most were staying in emergency shelters, including the three overflow motels utilized when no space was left in shelters. This project met a need by protecting the legal standing of shelter residents with respect to their families and public benefits and providing legal services at convenient times and locations for families in crisis.

Fellowship Highlights

Elenore implemented her Fellowship project by running weekly on-site legal clinics at four different family homeless shelters in Washington, D.C., and focused her Fellowship on serving homeless families and preventing further displacement of housed D.C. residents. She immersed herself in a new practice area at Bread for the City focusing on helping D.C.’s older adults and disabled residents in maintaining Medicaid home- and community-based long-term care services that allowed them to stay in their homes and communities instead of in institutions. She also engaged with Bread for the City’s advocacy efforts, preparing and submitting testimony to D.C. Council committees advocating to protect and preserve public benefits and stem the tide of displacement in the District of Columbia. The highlight of her Fellowship was meeting clients where they were, whether in shelters or their homes and listening to her clients share the richness of their life experiences with her.

Next Steps

Elenore currently teaches as a Visiting Associate Professor of Clinical Law & Friedman Fellow in The George Washington University Law School’s Prisoner & Reentry Clinic.
