The Project

Katherine advanced and enforced the education rights of youth ages 14-21 in institutions in Pennsylvania and Southern New Jersey, through direct representation, litigation, and training to empower them to become successful adults.

Fellowship Highlights

Older youth placed in foster care or juvenile justice system institutions (e.g. group homes, residential treatment facilities, and secure facilities) in Pennsylvania and Southern New Jersey are deprived of critical educational services to which they are entitled. Katherine addressed this widespread denial of education rights by:

  • representing individual older youth in institutions
  • investigating systemic abuses at institutions and filing a lawsuit to remedy them
  • collaborating with key partners
  • writing a publication on promising strategies to meet the unique education needs of youth in institutions
  • training stakeholders locally and across the country

What’s Next

Katherine continues to serve at her host organization, the Juvenile Law Center, as a senior attorney.
