The Project

Kier will expand the work of the Emory Law Volunteer Clinic for Veterans (VCV) by providing representation to veterans seeking discharge upgrades, with priority given to veterans with PTSD symptomology and Traumatic Brain Injuries.

For many potential clients, a discharge upgrade is a necessary first step to being eligible for benefits including healthcare, legal assistance, social work, housing, and education. Providing legal assistance with discharge upgrades is therefore a critical component of the comprehensive legal support that best situates a veteran to thrive in his or her community. By providing discharge upgrade services, Kier’s work will complement and assist the VCV in providing comprehensive services to veterans.

As a native of Atlanta, Kier has witnessed homeless individuals, many who are veterans, struggle to cope with their mental incapacity while trying to seek the basic services they need to survive. Kier’s goal is to assist the underserved, particularly veterans, so that these individuals can gain access to the services they vitally need.

Fellowship Plans

With this project, Kier seeks to directly assist veterans in appealing their current discharge status. Kier will achieve the goals of this project by implementing the following strategies over the next two years. First, she will counsel and/or represent at least 25 veterans seeking discharge upgrades. Second, she will incorporate discharge consultations into the Clinic’s Starbucks Military Mondays to provide free advice and counsel regarding discharge upgrades and other clinic services. Third, she will collaborate with local community, government, and advocacy groups to make sure veteran clients have access beyond discharge legal services to outside legal, social, and healthcare work to ensure their ongoing stability.
